{"id":1768,"date":"2019-12-10T19:41:12","date_gmt":"2019-12-11T00:41:12","guid":{"rendered":"https:\/\/aciamericas.coop\/xxiconference\/?p=1768"},"modified":"2019-12-19T19:41:29","modified_gmt":"2019-12-20T00:41:29","slug":"the-cooperative-movement-of-the-americas-held-the-xiii-meeting-of-parliamentarians-and-advocacy-organizations","status":"publish","type":"post","link":"https:\/\/aciamericas.coop\/xxiconference\/the-cooperative-movement-of-the-americas-held-the-xiii-meeting-of-parliamentarians-and-advocacy-organizations\/","title":{"rendered":"The Cooperative Movement of the Americas held the XIII    Meeting of Parliamentarians and Advocacy Organizations"},"content":{"rendered":"\n<p>Within the framework of the parallel activities of the XXI Regional\nConference, the Meeting of Parliamentarians and Advocacy Organizations was held,\na space that was carried out with the support of the &#8220;Cooperatives in\nDevelopment&#8221; programme, co-financed by the European Union on which is\nunder implementation by the International Cooperative Alliance through its\nRegional Offices<\/p>\n\n\n\n<p>This was a space dedicated to inspiring the leadership of the cooperative\nsector for the achievement of the Sustainable Development Goals (SDG) and in a\njoint work with the National Institute of Cooperative Development (INFOCOOP),\npublic entity responsible for the development of the cooperative sector in\nCosta Rica, convened representatives from different sectors of organized civil\nsociety, mainly Organizations of Promotion, Development, Regulation,\nSupervision and\/ or Cooperative Credit, Parliamentarians of the American region\nand representatives from the cooperative sector in the Americas region.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"768\" src=\"https:\/\/aciamericas.coop\/xxiconference\/wp-content\/uploads\/2019\/12\/FOTO3-1024x768.jpg\" alt=\"\" class=\"wp-image-1771\"\/><\/figure>\n\n\n\n<p>It is a reality that one of the challenges of the cooperative sector at a regional\nlevel is to find the appropriate channels of incidence at national\nand supranational level, so that the impact of the sector is recognized by governments\nin the economic,\nsocial and sustainable development sphere, in particular the recognition of the contribution of\nthe cooperative sector on the AGENDA 2030 to the achievement of the SDGs and thus the contribution of the sector will be\nincluded in the voluntary national reports made by countries to report to the\nUnited&nbsp; Nations on the achievements and &nbsp;&nbsp;challenges in the 2030 Agenda.<\/p>\n\n\n\n<p>During this activity, the President of Cooperatives of the Americas,\nGraciela Fern\u00e1ndez, highlighted the work that has been carried out from the\nRegional Office of the Americas &#8220;the ICA through the program with the European Union is &nbsp;mapping the cooperative\nlegislation in the region. Legislation should be clear about how internal\ncontrol is carried out and how actors relate between each other. Communication\nis a very relevant topic on which Cooperatives of the Americas is working in\norder to exchange good parliamentary practices&#8221;.<\/p>\n\n\n\n<p>The General Director of the International Cooperative Alliance, Dr. Bruno Roelants, highlighted the\nimportant agreement between ICA and the ILO and the relevance of having\nincluded cooperatives in the Declaration for the Future of Work in Geneva, last\nJune.<\/p>\n\n\n\n<p>Gustavo Bernini, president of INACOOP Uruguay and President of the Network,\nreferred to the advances and developments of the cooperative sector in Uruguay:\n&#8220;The work made from the 2030 Agenda, and its inclusion in cooperatives\nhave the advantage of transcending the periods of countries governments and\ntherefore, manages to position strategic issues on long-term political agendas.\nThe law of cooperatives and the development of public policy to promote\ncooperativism has allowed in Uruguay to triple the number of cooperatives in\nthe last decade&#8221;.<\/p>\n\n\n\n<p>Dr. Victoria Hern\u00e1ndez Mora, Minister of Economy, Industry and Trade of\nCosta Rica presented important outcomes of the cooperative model, as a driving force for the\neconomic and social development of her country: &#8220;I highlight the cooperative sector of Costa Rica that\nhas a\nconsolidated model in the savings and credit sector, which represents 11% of\nthe financial system, but agricultural and agro-industrial cooperatives also\nhave and important role in the Costa Rican Economy, therefore the cooperative\nmodel has led to a good distribution of wealth evidenced by the maturity of the\ncooperative sector in Costa Rica&#8221;. <\/p>\n\n\n\n<figure class=\"wp-block-image\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"682\" src=\"https:\/\/aciamericas.coop\/xxiconference\/wp-content\/uploads\/2019\/12\/FOTO1-1024x682.jpg\" alt=\"\" class=\"wp-image-1772\"\/><\/figure>\n\n\n\n<p>Representatives of the Promotion, Development, Regulation, Supervision\nand\/or Cooperative Financing Agencies of Argentina, Uruguay, Bolivia, Colombia,\nSalvador, Paraguay, Uruguay, Ecuador, Peru and Agencies at the subnational and\nlocal level of Costa Rica participated in this event.<\/p>\n\n\n\n<p>This scenario was a window for Costa Rica, where successful legislative\nprojects were unveiled, as well as the challenges encountered by the host\ncountry, Mr. Rodolfo Navas, General Manager of CENECOOP mentioned: &#8220;The\nincorporation of youth and adaptation to change, another challenge is that\ncooperative legislation has not been comprehensively reviewed and substantive\nchanges are needed. As an example of the minimum number of people to conform a\ncooperative should decrease. A milestone for Costa Rica is the establishment of\na constitutional norm since 1949, which emphasizes the importance of promoting\ncooperatives&#8221;. For his part, Mr. Gustavo Fern\u00e1ndez &#8211; Executive Director\nINFOCOOP referred &#8220;Cooperatives are part of the country&#8217;s development\nmodel. The underlying logic of INFOCOOP with\nits financing model is that the most vulnerable population access INFOCOOP\u2019s\nresources and then, when they are already strengthened, they become customers\nof banks.&#8221;<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"768\" src=\"https:\/\/aciamericas.coop\/xxiconference\/wp-content\/uploads\/2019\/12\/FOTO2-1-1024x768.jpg\" alt=\"\" class=\"wp-image-1773\"\/><\/figure>\n\n\n\n<p>During the meeting, the participants spoke on the following topics:<\/p>\n\n\n\n<p>1. The future of work: the world of work is being transformed by\ntechnological innovation, demographic change, migration, gender equality,\nclimate change and globalization.<\/p>\n\n\n\n<p>2. Creation of a law for the teaching about cooperatives in the country&#8217;s schools.\nElements of a new cooperative sector: establishment of innovation and\ntechnology committees.<\/p>\n\n\n\n<p>3. The International Cooperative Alliance needs support to articulate with\nnational political actors and influence legislation, Latin America has already\nmade progress, but it should strengthen methods to analyze links with other\norganizations from the Social Economy.<\/p>\n\n\n\n<p>The event was attended by Dr. Marvin Rodr\u00edguez Cordero, Vicepresident of\nthe Republic of Costa Rica, and reaffirmed his commitment to the Social Economy\nby saying &#8220;Cooperatives have the ability to reach the peripheries with\nservices that the State could not bring to the communities at the historical\nmoment when they were born. It is a model that helps reduce social gaps in\nsociety. We want economic growth that reduces inequality and improves people&#8217;s\nquality of life, which is why we bet on the Social Economy&#8221;.<\/p>\n\n\n\n<p>In the framework of this activity, the important role of the establishment\nof laws and supervisory measures according to the nature of the cooperative\nsector was highlighted, respecting cooperative autonomy, and having statistical\ninformation to demonstrate the impact cooperative business model in\ndevelopment, as well as its resilience in times of crisis.<\/p>\n\n\n\n<p>At the end of the event, Cooperatives of the Americas through its President and in the presence of the\nPresident of the International Cooperative Alliance; Ariel Guarco, presented\nto the Parliamentarians the protocol of action of the Inter-Parliamentary Forum\nfor the Solidarity Economy of the Americas, a forum created during the Fifth\nCooperative Summit of the Americas in Buenos Aires\nand whose first face-to-face meeting was held during the present meeting in\nCosta Rica.
